Community Advisory Group Final Report

Eastside Solution Study Executive Summary
The planning analysis discussed in this report has identified five alternative solutions to address the transmission capacity deficiency identified in the “Eastside Needs Assessment Report – Transmission System King County” dated October 2013 (“Needs Assessment Report”). Each of these five solutions fully satisfies the needs identified in the Needs Assessment Report and satisfies the solution longevity and constructability requirements established by PSE as discussed in the body of this report.

Eastside Needs Assessment Report Executive Summary
Executive summary of the “Eastside Needs Assessment” by the Quanta Technology engineering firm. This independent needs assessment reviewed population trends, electric load growth, economic development patterns, conservation programs, energy efficiency improvements, and other key trends. Studies demonstrated that different parts of the transmission system will not meet mandatory reliability requirements. The studies indicated that transmission lines will overload or are close to overloading starting in 2017.

Eastside Needs Assessment Report – Redacted Draft
The analysis discussed in this report verified that there is a transmission capacity deficiency in the Eastside area of Lake Washington which will develop by the winter of 2017-18. This transmission capacity deficiency is expected to increase beyond that date. Cities in the deficiency area include Redmond, Kirkland, Bellevue, Clyde Hill, Medina, Mercer Island, Newcastle and Renton along with towns of Yarrow Point, Hunts Point, and Beaux Arts.

Energize Eastside PSE Screening Study
Energy and Environmental Economics (E3) was retained to provide a screening-level assessment of the potential for non-wires alternatives to defer the proposed upgrades on the Eastside portion of Puget Sound Energy’s (PSE) transmission system. E3’s analysis indicates that the cost-effective non-wires potential in the area, including energy efficiency (EE), demand response (DR) and distributed generation (DG) measures, does not represent a permanent alternative to avoid the need for the transmission upgrade options. This assessment also indicates that the non-wires potential alone is not sufficient to cost-effectively defer the need date of transmission upgrades while maintaining equivalent reliability levels.

PSE 2013 Integrated Resource Plan
This Integrated Resource Plan presents a long-term forecast of the lowest reasonable cost combination of resources necessary to meet the needs of Puget Sound Energy’s customers over the next 20 years. The plan presented here will change as circumstances change, and actual resource acquisitions will take place in the real – rather than the hypothetical – marketplace. But, examining the long-term implications of PSE customers' energy needs every two years makes it possible to identify many challenges as they appear on the horizon, study them as they approach, and better prepare to meet them.
