Scoping comments
We want to hear from you!
This form allows you to submit your scoping comments on Phase 1 of the Energize Eastside EIS. The form includes an interactive map that you can use to pinpoint a location-specific comment or let us know about an area you are concerned about.
Comments will be accepted from April 30, 2015 through 5:00 PM June 15, 2015.
Submitting comments through the EIS process is the best way to communicate your ideas or concerns. Your comments will help us to determine what alternatives should be evaluated and the specific aspects of the environment that should be studied in detail in the EIS. Four alternatives are proposed to be analyzed in the Phase 1 Draft EIS and are listed below. For additional details read the Determination of Significance.
- Alternative 1: New Transformer and Transmission Line
- Alternative 2: Demand Side Reduction/Non-wire Technologies
- Alternative 3: New Transformer at Existing Substation
- Alternative 4: No Action
Please note, we are accepting comments on the programmatic aspects of the project during the public scoping comment period for Phase 1. Programmatic aspects include issues such as whether or not the type of project PSE has proposed is the best way to improve electrical grid reliability for Eastside communities, and what other types of solutions should be explored. During the public scoping comment period for Phase 2 of the project, there will be an opportunity to provide comments about project design and construction, such as what transmission alignment should be considered, how poles might be configured, and similar issues.
Comments submitted during the public scoping comment period for Phase 1 will be reviewed and responded to in a scoping summary document that will be posted on this website.
Using this form
There are two ways to fill out the form. You can simply fill out the required fields and submit your comment. If you have additional documentation you would like to attach, send it to [email protected] making sure to include your first and last name, and physical mailing address in the email.
- OR -In addition, if your comment pertains to a specific location you can indicate that location using the interactive map. To do so, click the pin button in the top right corner of the map, then click a point on the map to add the pin. If you want to move your pin after it is placed, click the edit icon in the top right corner, then click+hold+drag your pin to the new location, then click save. Only one pin can be associated with a specific comment, so if you have comments about more than one location, please submit an additional comment for each location.
The asterisk (*) indicates a required field. If you do not want to provide your physical mailing address when you submit your comment, please email your comment to [email protected]. If you do not provide your physical mailing address you will not be considered a “party of record.” Being a party of record is necessary to appeal the adequacy of the EIS.
